On The Ningxia Border Area The Senate

Shanganning Border Area Council (Canyihui or parliament) was the most perfect democracy system which was founded earliest by the CPC and lasted longest of all anti-Japanese base areas during the period of the War of Resistance Against Japan, and through which the border area people took part in and decided the state affairs. It was the most important form that could make people become the hosts of the state. The Council played an important role in the political life during the more than ten years' time when Shanganning Border Area existed, especially during the period of the War of Resistance Against Japan. It constituted a lot of laws ,rules and regulations, and the system itself also were being perfected uninterruptedly. With the democracy practiced deeply ,it effectively supported and guaranteed the Border Area people's rights, so the Border Area became the most enlightened area and the only land of happiness at that time. It also became a paradigmatic anti-Japanese base area with high democracy. It was of high importance to the victory of the War of Resistance Against Japan, the National wide War of Liberation and the foundation of New China, especially the foundation of the political system of the future. It's of great value for us to construct the socialism with high political civilization.On the bases of collecting documents and historical materials, this thesis will mainly talk about the following four questions: 1 This part will study the foundation and development history of the Council, especially the process of its developing, and the three terms of congresses (including four plenary sessions). 2 This part will discuss how the Council contributed to the democracy. It ensured the most people to have rights through setting down the rules and regulations, Sansanzhi regime , the equal rights of man and woman ,especially through founding judicial organs and systems, which made sure that government and people both had and obeyed the laws, rules and regulations, each had the same rights before them. People could supervise the government. The democracy became lawized ,systemized and formallized. 3 The third part will mainly talk about the characteristics of Shanganning Border Area Council. Through comparing with the Guomincanzhenghui and the councils of the governed areas of Kuomingtang, we can draw a conclusion that the Border Area Council belonged to the New Democracy System. 4 The last part will study the experience of the success of the Border Area Council construction. It can help us to construct socialist political civilization, mainly including not copying the experience or model of other countries', but making the political system with Chinese characteristics better in the light of specific, conditions of China, expanding democracy, strengthening legal system, governing the country with legal procedures, modifying the relations between the Party and the political power systems, etc.
