The paper studies the characters and functions of administrator's labor. It shows the importance and urgency of initiating administrators in distribution while there is shortage of administrative talents in china. Further more, it discusses how to establish a new distribution institution, which is able to initiate and restrict administrator.Part 1: The operation and management of enterprise administrator is a kind of mental labor. During the prodction, it is not directly combined with land, but as an important part of " Total Labor ", it creates utility and value.Part 2: As socialization of production is greatly improved, economy development is approaching intelligence age from industrial age, and socialism market economy is developing and perfecting continuously in China, administrator's labor plays more and more important role in value-making and wealth-producing. Compared to the labor of ordinary worker, administrator's labor has characters of complexity, creativeness, unpredictability, high risk, high intensity, lag, long-term nature, difficulty in supervision and so on. Besides value-making, it has more functions of accelerating enterprise and social productivity and pushing forward the realization of product value.Part 3: China is extremely short of administrative talents. To deepen reformation, we urgently require amounts of excellent administrative talents, but the irrational income distribution institution of the administrator ( mainly in state-owned enterprise ) has been the main reason of the loss of administrative talents and lacking of follow-ups. Administrative talents should be highly rewarded. We must carry out the distribution principles proposed by The Party in the "16th national congress" that essential factors of production take part in income distribution according to their contribution. We should actively explore the income form that is compatible with distribution principles according to administrative talents' contribution, perfect the markets of goods, capital, administrators, so that we can rationalize administrator income distribution institution. Thus, we can initiate administrative talents and advance the full emergence of administrative talents.
