On The Essence Of China's Electronic Government Construction During Transformation Period

Now China has stepped into an important period when planned economy develops towards market economy and arbitrary society develops towards jural society. Because of challenges of globalization and information times, new requirements on government during transformation period, china's governments are facing urgent tasks, that is, to build an electronic government by means of Internet, improve administration efficiency and civil management level, serve the mass better and push the development of economy and society in a more scientific and effective way.The thesis attempts to explore both theory and practice of electronic government from the aspect of democratic politics. The author aims to prove that the essence of electronic government construction is to advance publicity of government affair and protect people's democracy by allowing the mass to participate constitution and execution of policies. As for the structure of the thesis, there are 3 parts, that is, advance of problems, analysis of problems, and offer of solutions. First, the thesis throws efforts on discussing the actuality of China's electronic government construction, which is with theoretical and practical problems as participation and supervision of the mass are concerned. Then, the thesis moves to a complete and rational research on China's electronic government construction. From analysis it can be seen that electronic government construction is an important part of government reform in China. On this basis, the thesis makes some analysis of both exterior and interior reasons for problems appearing during understanding and practice of China's electronic government. In the end, it focuses on measures for speeding China'selectronic government construction. These measures include: precondition-improvement of civil servants' understating ability; root-transformation of government role; base-increase of people's democratic consciousness; method-elimination of digital gulf; guarantee-constitution of law to regulate publicity of government affair; approach-expansion of access to constituting and executing policies for the mass.
