China is experiencing the social transformation. It is carrying on under the condition that the government pushes forward the reform energetically. In regard to reform, the government carries the troublesome mission, also facing the enormous risk. The government already will take to carrying on systems reform and the society structure adjustment according to the modernized objective, and will pledge that the social transformation does not go so far as to get out of control again at the same time. most superb political skill to integrate society physical strength and control the speed of revolutionizes revolutionaries and arrange the relative importance or urgency of the various forms reformation. According to the reformation experience of each country ,since the structure of public power and government management smashed something to pieces and became rigid and the crisis appeared, the traditional administering model of the powerful nation suffers challenge: the social structure sharply changes, which brings about the position crisis ,the society consistency and the culture division, and the public more and more held no fantasy to the efficacy and the future of public power. The nation has lost due capacity in facing with the more and more complicated society, as the society consistency ,the ability of the central public administration system attenuates and becomes the burden of the public further, centralization and social estate system become no longer valid . The system of the section layer sank into the strange circle of bureaucracy, the public policies lack enough strength to bear a large number of society requirements, and can not make the adjudication with the too many contradictories and public problems. China also or soon is faced with mentioned above challenge under the background of the globalization of economy economy and political democratization. the administering theory which seeks the settlement of society consistent and effectiveness provides the direction to deal with the challenge mentioned above. The angle is seen from what the knowledge was discussed, the administering theory is the one of deep knowledge transitions and system breakthrough in the mankind history, which seeks to solve the questions in the sprouting state rather than simply provides service after the questions have happened. Administering theory also provided the profitable frame for the settlement of conflict on each layer in the society. This thesis is attempted to explain such frame.This thesis is divided into five parts. The first part is that problems puts forward,which generalizes to expatiate this thesis' frame that how the government should deal with the problem of society conflicts a society in the transformation period ,leading into non-government organization ,as bridge between the government and society, and putting forward the applied theories and methods in this thesis. The second part is the commentary on related theories in this thesis, that is theories on social conflict ,non-government organization ,and governance .In the third part, the author discussed social conflicts in our country currently and how to deal with them, from the three angles of supporting society stability and dealing with social conflicts, the development of civil society and dealing with social conflicts, the theory of governance and dealing with social conflicts to analyze the present condition of social conflicts in our country theoretically .The forth part is concrete evidence data studies, expatiating the experience of non-government organization in dealing with social conflicts in the abroad, Korea, Chinese Taiwanese region , and analyzing the development and function of non-government organization in our country .In the fifth part the author discussed the potentiality of non-government organization in dealing with social conflicts in our country.
