Agricultural Development In The Sustainability Assessment Index System And Its Application

Index system of evaluating agricultural development and its application are somewhat a new subject matter for study. It is especially so compared with the practice of agricultural and rural development and the advance of setting up the course of agricultural sustainable development in China. In the recent 20 years,domestic and foreign scholars have made untiring researches and brought out more systematic theories on the evaluation of sustainable development. But the research on evaluation of agricultural sustainable development (EASD) was so late and scattered,especially in China,that a comprehensive system has not been formed in our country. For the above mentioned reasons,this paper makes a theoretical analysis more systematically and positive investigations on the agricultural sustainable development of China,constructing the index and system of evaluating agricultural development with Chinese characteristics,evaluating the sustainability of zhejiang provincial agricultural development and advancing the ways of adjustment to the obstacles to agricultural sustainable development on the basis of domestic and foreign research results.In the paper,the study on EASD is adopting both positive and normative analyses. In the background of the agricultural development in China,firstly,the ASD and the factors that influence the sustainability of agricultural development are explained objectively and theoretically. Secondly,based on the objective model of the agricultural development this paper uses Delphi Technique to establish the system of evaluation indicators for ASD in China. Thirdly,we make positive researches on the evaluation of ASD according to the index system that has been formed. The following is on the content and results of the study:1. Theoretical Basis. We fist concisely summarize the indicators and index systems of the ASD at home and abroad to inforce the base on which we can bring forth new idea in index system of EASD in Chapter 2. Secondly,in Chapter 3 systematical analysis is made on the conception and denotation of ASD that includes populational,economic,social,resources,and environmental factors. Then we draw an initial generalization and conclusion of the theoretical foundation of the ASD:the theory of population carrying capacity,the theory of ecological economic,and the theory of system control. These jobs above will be the bases to set up the index system and model of EASD.2. Evaluation model. In Chapter 4,Based on the analysis of denotation and functions of index system and the elaboration of connotation,goals,basic principles and its factors ofASD,we inquire 25 scholars in the fields of ASD and construct the index system of EASD including population,economic,social,resources,environmental system that add up to 32 indicators considering from the statistic data in hand. Then we calculate the weight of each indicator with the analytic hierarchy process (AHP) according to the advices given by the scholars. Next,a comprehensive Evaluation model is built for evaluating the level of ASD,the ability of the resources and environmental systems to the population,economic,social development systems,the level of coordination development situation of population,economic,society,resources,environment with the methods of Econometrics Regress Models and Fuzzy Mathematics.3. Positive research. In practice,we take the situation from 1990 to 2000 years of ASD in Zhejiang province as a concrete case study in Chapter 5. As the evaluation results indicate,the comprehensive level of ASD in Zhejiang has been increasing,the supporting ability of resources and environmental systems has been inforcing step by step,the coordination level between 5 systems has been in coordination status. However,a through examination discovers the long-time,middle-time and short-time factors limiting the development of Zhejiang ASD,and the mearsures are then propsed to deal with various limitative factors.
