In view the situation of lower than international average level of tanker investment in China, the author by introducing the game theory into the investment decision-making procedure, analyzes various equilibrium states of government and corporate behaviors. Through discussing the outcomes of the gaming model, which incorporates effects of asymmetric information of both sides involved in the game, the author concludes that the government can utilize game theory in making improved investment decision to achieve transportation volume growth and maritime investment structure rationalization.From the policy aim and the choice of policy tools to the implementation of policy and adjustments, the maritime investing policy is a result of a process of mutually actions and rational behavior.In the first chapter, the author reviews the character of the world tanker market, because of the specialty of transport of oil, the investment of tankers fluctuate with the economics cycle. The Chinese tanker investment is different from the world's parallelism, and give the main point of the thesis, how the government would act as Chinese comparatively lower lever of tanker investment.In the second chapter, the author describes the technique of research-game theory, analyzes the element and character of the games in the policy-making of tanker investment. How can the government improve the effect of policymaking.In the third chapter, a maritime investment model is constructed under the circumstance of full information. Since the construction of tanker is absolutely elastics, if the government is aiming at economics growth and investment structure, a growth of transportation will lead to consistency between government and companies, which is the equilibrium in the model.The key point of chapter 4 is to add the integrality of the model in chapter 3. As information is not symmetrical, this will change the behavior of both sides, and lead to a different equilibrium.the conclusion and some suggestion are given in chapter 5. The Chinese economics growing, the tanker investment has an inherent expansion, which willdeparture the orbit of reasonable investment. In order to realize the double-aim, the government should pay attention to the techniques in the apply of maritime investing policy.
