Since our society has entered an information period, manpower has become the predominant factor to an enterprise. As the kernel section of the human resource in an enterprise, science-technology manpower plays an much more important role for an enterprises to win out through competition. Therefore, it is very important for most enterprises to scientifically identify and properly allocate science-technology manpower.In this paper, the connotation and characteristics of science-technology manpower and its quality is studied, and evaluation of science-technology manpower general quality is researched in terms of systematics, by using theories of management science, psychology, science-technology manpower study, philosophy and behavioral science. A complete scientific index system for science-technology manpower general quality evaluation is established based on widely investigating, extensively referring literatures, and consulting with experts. On this basis, by properly using a variety of evaluation methods and combining qualitative with quantitative analysis, evaluation of science-technology manpower general quality is carried out, and the science-technology manpower quality evaluation system is accordingly established. The system not only effectively combines conventional performance evaluation with manpower evaluation by taking in science-technology manpower performance quality as an evaluation factor, taking both talent and performance into count, but also creatively accounts professional value as a main part of science-technology manpower general quality, greatly contributing to comprehensive evaluation of science-technology manpower general quality.At the last chapter, philosophy aspects involved in science-technology manpower general quality evaluation is considered. Discussion is presented regarding the role that science-technology manpower general quality evaluation plays on human comprehensive development. In addition, the instruction effect of philosophy on science-technology manpower general quality evaluation is dissertated in terms of dialectics unification.The established science-technology manpower general quality evaluation systemis of integrated structure and desirable practicability, and is therefore useful for enterprises to scientifically identify and properly allocate science-technology manpower.
