| Chairman Xi emphasized that "science and technology are the core combat effectiveness of modern warfare,improve management system,and improve the accuracy and cost-effectiveness ratio of military construction"at the newly restructured inaugural meeting of the Academy of Military Sciences,the National Defense University and the National Defense University of Science and Technology,as well as at the seminar of the main leaders of military academies and scientific research institutions.At the same time,with the increasing investment in national defense budget,the role of budget management in the whole management is becoming more and more obvious.In order to better play the role of budget macro-control and optimize the amount of military expenditure invested,it is urgent to establish a scientific military expenditure allocation mechanism to ensure the rational allocation of military expenditure resources by the state,so as to win the initiative of military competition.At present,the military budget project priority evaluation system is still in a single-factor level without multi-factor correlation,which can not reflect the conformity of scientific and technological innovation projects with combat readiness needs and the focus direction of the unit’s annual work,and also fails to assess the risks of the project in terms of advanced technology and management level,resulting in inadequate evaluation of the project.Based on the comprehensive consideration of the importance,rationality,expected benefits,costs,risks and other factors of the project,this paper studies the evaluation and priority ranking of scientific and technological innovation budget projects.Based on the exper:ience of engineers,researcher experts and managers of scientific research planning department in relevant fields,this paper comprehensively considers qualitative and quantitative factors,constructs a priority evaluation system for military scientific and technological innovation budget projects,uses grey theory model to uniformly grade and prioritize budget projects,and then realizes the optimal allocation of funds.The novelty of the topic selection angle,combined with the actual situation of the author’s work unit,chooses military science and technology innovation projects,which is significantly different from the scientific research projects of general enterprises,because it involves the combat effectiveness of national defense,so it needs to consider higher application value;furthermore,the previous budget project priority evaluation only considers at the single factor level,rarely involves the interaction between multiple projects.This paper combines grey relational analysis on the basis of AHP and considers the importance,rationality,expected benefits,costs and risks of the project comprehensively,so as to make the evaluation process more systematic and comprehensive and the evaluation results more scientific.The priority evaluation process of scientific and technological innovation budget project established in this paper solves the interference of subjective consciousness and makes it more scientific.The conclusion of priority ranking can provide scientific decision-making method for the allocation of funds of X Scientific and Technological Innovation Center and improve the rationality of military expenditure allocation. |
