It's an indispensable problem how to evaluate scientifically the human resource for developing and making full uses of human resource. As the high-tech enterprise like aerial enterprise, it's important particularly to evaluate science and technology personnel and make them play the role of skilled personnel. At the same time, there are still a lot of problems to study in the field of talent evaluation. It's theoretical and practical meaningful to choose aerial enterprise science and technology personnel as the study object and to study the problem of evaluation.Based on the definition study of science and technology personnel, the theoretical framework of evaluation system of science and technology is formed finally, with the help of studies on practices of aerial enterprise human resource management as well as characteristics of science and technology personnel. The synthetic evaluation method of science and technology personnel, whose comprehensive evaluation mathematics model is formed by using the method of fuzzy mathematics, is proposed by means of combining quantitative analysis and qualitative analysis, based on the characteristics of the evaluation index system of science and technology personnel.
