Relying on the theories of motivation, on the base of the statistics of the inquiry questionnaires, combining the analysis of the external and internal environments of Yanbaoshan power plant and the electricity' s line background of deepening reformation, the paper finds up the shortages of the human resource' s present incentive measures and draws out some relevant proposals about the motivation policy,. The paper tries it' s best to guide Yanbaoshan power plant to place at prevalence position from beginning to end in the competition market. It hopes that Yanbaoshan power plant comes true it' s strategy goal "to establish international first-class power plant" early depending on the spirit, which is "to advance with the improvement step of the times, to surpass constantly" . The paper has four sections. In first section, it exhausts the fundamental motivation theories and the popular motivation methods. It also introduces human resource' s intention and characteristics. In second section, it analyses external environment , internal environment and human resource' s present conditions of Yanbaoshan power plant. It finds up the human resource' s shortage according to the requirement of enterprise development strategy. In third section, it generalizes the statistics data of inquiry questionnaire. On the base of the generalization, it discovers several shortages of the human resource' s present incentive measures. In the fourth section, combining the electricity' s line background and the special circumstance of Yanbaoshan power plant, it drafts some suggestions to improve the human resource incentive mechanism on the base of the third section' s conclusion.
