| In the process of discussing local government policy implementation, local interests are problems that cannot be evaded. This paper applies with the way of interests analysis as a major research tool, by means of comparing analysis, making definition of local interests, then thinking the worth appraisement of local interests from the degree of realizing beneficially nation-wide interests. The aim of this article is to study and seek problem sources and improvement strategy of local government policy implementation. The frame of article is as follows, the first chapter thinks deeply the relation of local government policy implementation and local interests. The second chapter is to construct the analysis frame of article from the angle of the relation of interests and policy implementation; 3rd Chapter historically reviews local interests, making clear definition between local interests and local doctrine; 4th Chapter, according to logic main line of " system change - local interests - policy implementation ", researches the interact mechanism and typical behavior of local interests and local government policy implementation, then analyzing specifically its positive, negative effect of this move mutual concern in the background of the system change of China ; 5th Chapter applies with overall philosophy sight to give worth appraisement for the relation of local interests and nation-wide interests; on the foundation on it , studying and referring to foreign government's successful experiences in interests coordination and policy implementation between center government and local government, by means of the system design, then considering how to carry out necessary coordination for local interests, how to go on for strict administration of local doctrine; and making suggestion for improving efficiently the policy implementation behavior in order to realize the optimization policy implementation thoroughly. |
