Research Interests Game Of Local Government Policy Implementation In Our Country

Public policy is an adjustment and allocation of social interest. There is a close relationshipbetween policy and interest. The final result of social interest adjustment and allocation can notbe finished without policy implementation. At the same time, interest also plays an importantrole in policy implementation. In fact, the whole policy implementation is a process ofinteraction and game among the policy interest related persons. The final result of policyimplementation is an interaction among multi-interest subjects.After the reform and opening-up policy, socialist market economy system has been graduallyestablished and developed in China. The interest subjects’amount has increased since that time,and the interest situation has become more and more complex. The interest conflicts andcontradiction among interest subjects has been fiercer than before. As the policyimplementation subject, the interest awareness of local government is gradually awake and thesocial role of local government has changed a lot. The local government, as a rationalhomooeconomicus, pays more attention to protect and implement partial and local interests inthe procession of economy development. At the same time, the insignificancy of institutionssupply which is caused by the changing between new and old system lead to the lack ofnecessary constraint and control to seeking interest activity of the local government. In order torealize the interests maximization, the local government unfolds game activities with otherpolicy interests related persons. Those game activities causes the problem of that the result ofpolicy implementation diverges the set target of the policy. The appearance of this problem hascaught the government and researchers’attention broadly and has been an urgent need solvedissue.This paper is rightly bases on the research of foreign and home policy scholar and takes thePublic Choice Theory and the Game theory as the theory instrument and uses the interestsanalysis method to discuss the interests game activities of our country’s local government in theprocess of policy implementation. The whole paper can be divided into six parts except theintroduction and the main contents are as following:Part one: the introduction of basic concepts, mainly introduces the Local Government, PublicPolicy, Policy Implementation and Interests. Part two: introduce the applied theory and hypothesis in the paper which contains theHomooeconomicus hypothesis, the Game Theory and the Public Choice theory.Part three: mainly analyses the reason of our country’s local government in policyimplementation. Before the reasons, this paper first introduces the background of our country’slocal government in policy implementation which includes the unilateralism in the policymaking and the interests’awareness of local government during the society changing period.The reasons are mainly the interests conflicts, the defective implementing system, theunreasonable power and responsibility divide between governments and the sick of supervisionsystem. This part also analyzes the two main game models which the government uses in thepolicy implementation.Part four: analyzes the game form of local government’s interests game activities in policyimplementation. The local government game form mainly refers to the game between localgovernment and the central government, one local government and another local government inthe same level and local government and the people.Part five: analyzes the model of local government’s interests game activities in policyimplementation. The main models are Supervision- implementation model and the Prisoner’sdilemma model. At the same time, this paper also analyses the negative influences that the gameactivities between local government causes the policy target to end up with nothing, the waste ofsocial resource and the damage to the government appearance.Part six: proposes four institutional suggestions to guide the game activities to a reasonabledirection, such as perfecting the interests coordination system and advance the interestsintegration, improving the policy implementation system, making the diversification ofimplement subjects, standardizing the power relationship and making the responsibilities ofimplement subjects, strengthening the supervision to the policy implement process and assuredthe policy target can be realized by the above means.
