Since the monopoly system(the adoption of central, vertical management and government monopoly )took shape since 1981,China tobacco has leaped to one pillar industry in the national economy, seeing increase both in production scale, product quality and realized revenue .However, there are some sophisticated illogicalities and problems accumulated duringthe rapid development of tobacco business--such as scattered small enterprises as follows: thedegree of industrial concentration is lower and there are all kinds of cigarette varieties so that the overall ability of tobacco business is weak and the ability to resist risk is weak. At the same time, there are many sophisticated illogicalities, such as the reasonable distribution of revenue between the country and local governments under the present management and operation system, the decentralization between the monopoly system and the interest entities and the inconsistency between planning and assigning mechanisms and the free-management of markets. All these have hindered the stable development in tobacco business. Thus, with China entry into WTO. Chinese tobacco business enterprises will enter the broadly "free trade" state, facing the international trade competition and the competition of the big international tobacco group. This stage contains the opportunity to develop, also faces the severe competitions and challenges.The article introduces the general situation of Chinese tobacco industry based on the business enterprise group strategy management theories, while taking Chinese tobacco head office as the research object. And the article analyzes the main problems lie in the tobacco business by means of the substantial analysis, qualitative analysis and comparative investigation. The article puts forward that the development and management modes in the large foreign tobacco enterprise groups have reference meanings to the reform and development of the tobacco business in our country by studying and comparative analyzing the characteristics of the management system in foreign tobacco enterprises.This article analyzes the exterior strategy environment and the internal resource ability of Chinese tobacco head office in detail, and analyzes Chinese tobacco SWOT, and discusses the importance and the necessity to proceed group management of Chinese tobacco, then putting forward the strategy for Chinese tobacco head office group. The group strategy is an inevitable choice for the tobacco business enterprise scale economy and is an important premise for thereasonable configuration, and is also a reasonable choice for the reform and development of Chinese tobacco under the new situation.In addition, this article programs the basic operation mode and the organization adjustment projects to the group management of Chinese tobacco head office in view of the adaptability among the strategy and the environment and resource abilities, and puts forward the strategy measures to increase the ability of Chinese tobacco head office to compete. This measures are, namely, to set up parent-subsidiary company system in Chinese tobacco group head office, to unify technique development, to unify the arrangement of the cigarette productivity, to increase the brand concentration, to unify the build of the cigarette marketing network and the logistic sending system, to unify the fund management, to unify the strategy measures to reasonably arranging tobacco resources, so as to promote the overall ability of Chinese tobacco head office to compete, all in a bid to build China tobacco's core competency.
