The Science And Technology Talent Policy In Hunan Province:Characteristic,Effect And Optimization

The essence of innovation-driven development is talent-driven development.In particular,scientific and technological talents have played a great role,and the state has gradually strengthened its emphasis on scientific and technological talents.Talents of science and technology policy of science and technology talent team construction,science and technology talent agglomeration has very important guidance and regulation function,since reform and opening up,after decades of development of hunan province,in terms of economic development and all kinds of people who are improved,scientific and effective talents of science and technology policy is attracting talents of science and technology of hunan province and the important factors to improve people’s capacity for independent innovation.Characteristics of hunan province scientific and technological personnel policy and implementation effect of comprehensive analysis,is to optimize talents of science and technology policy and the effective ways to improve the effect of policy implementation,to form a more scientific talents of science and technology policy system of hunan province,is beneficial to the accumulation of hunan province science and technology talent resources and development,promote the construction of hunan province science and technology talent team,So as to promote scientific and technological progress,enhance the comprehensive strength of economic development,and build an innovative Hunan.This paper takes the science and technology personnel policies issued during the three "five-year plans" from 2006 to 2020 in Hunan province as the research object,uses the text analysis method to grasp the characteristics of the subject,quantity,object and function of the policy,and evaluates the implementation effect of the policy through the "project-post-implementation" comparative analysis method.It can be found that in Hunan province,the subjects of scientific and technological personnel policy release tend to publish jointly,but the coordination is not enough;the number of policies is on the rise,but the practical documents of policies are few;there are many types and themes of policies,but they are not comprehensive enough;the use of policy tools is not reasonable enough;and the effect of policy implementation is not significant.Overall,scientific and technological personnel policies of hunan province is very pay attention to talent introduction and training,pay attention to technology innovation and development,but because of the policy subject too much,too heavy a high-level talent,talent use,appraisal and incentive as a closed loop,correlation between policy coverage area differ greatly,as strong as the policy implementation effect of target.In this regard,the article from the scientific standard policy making subject participation;Pay attention to different types of scientific and technological talents;Suggestions are put forward from six aspects:optimizing the policy system of using,evaluating and encouraging scientific and technological talents,expanding the coverage of policies,attaching importance to the relationship between policies and doing a good job in the management of scientific and technological talents,in order to provide reference value for the re-formulation of scientific and technological talents policy in Hunan Province.
