The most important factor that deciding the national power is competitiveness. Each government faces a big problem that is how to strengthen the nation's international competitiveness. Whole national economy is a complicated system, which is constituted by lots and lots subsystems, called industries. The competitive advantage of a nation is the sum of its industrial competitiveness.Affiliation the WTO will make our country more deeply get involved of international competition. China's economy advantages before are mostly referred to comparative advantages, which is not enough for existing in the vehemence of competition. Therefore feeing to challenge of WTO, we need to make use of its efficient market environment to translate comparative advantages into competitive advantages.Diamond, determinants of national advantage, Michael.E.Porter's famous industrial theory, discusses the factors of influence international competitiveness comprehensively. The key to strengthen competitiveness is to create an social environment that benefits competition. Usually, competitive industries are inclined to construct an industry cluster. The mechanism of causing value added in an industry cluster is collaboration and systemic optimization, which is the core of Supply Chain. But Supply Chain Management mostly laid emphasis on firms, my text expand it from firms to industries after having absorbed the soul of this theory. This text discusses that make sure the development strategy of the industrial supply chain, create trust economic and social environment that benefit cooperation, establish the supply chain's technique systems, etc, to integrate firms' resources and realize whole value maximize. Furthermore, I suggest that a government should do what to promote the formation of an industry cluster. In the end, I choose Tea Industry of Yunnan Province to test and verify my discussion.
