The article first analyzes the historical background of the development of China civilian technology enterprises and its significance to the development of China's socialist market economy, elaborates on the differences between civilian technology enterprises and other civilian enterprises, analyzes the four types of civilian technology enterprises and their characteristics in management. Then the article analyzes the advantages, problems and the development trend of China civilian technology enterprises. Based on the study of the current human resource flow and talent management, the article points out the different nature of human resource flow and brain drain, provides outlines of improving talent management in civilian technology enterprises by transforming the outdated talent management ideas and establishing the right talent management mechanism for the civilian technology enterprises. The article focuses on the importance of building good organization culture and establishing harmonious relations between enterprise owners and talents. Finally the article discusses several problems that require further research.
