" Flexible employment" is informal employment in formal and informal sectors. It is the way of employment that different from the traditional and main employment which is built on Industrialization and Modern industry system time in labor time, wage, working site, insurance, welfare, labor relation and so on. The contradiction of employment in China and Shanghai has become more and more severer and the scale of flexible employment has become more and more larger in towns in recent years. Flexible employment meets the needs of the enterprises and individual, on the other hand the employees are in the edge position who could not enjoy social insurance. Their safety of employment is reducing. This paper has analyzed the development of flexible employment in the world, the background, current situation and foreground of flexible employment in China and the difference of development of flexible employment in different areas. At the same time the development status of flexible employment of Shanghai has been analyzed, and the policies and environment of flexible employment in Shanghai has also been researched in this paper. At last the measures of developing flexible employment in Shanghai have been put forward. The paper includes five parts:1. Introduction.In this part the background, conceived frame, the development of flexible employment in the world, the related theories and the research of current situation of flexible employment have been introduced.2. The development and characteristics of flexible employment in China.In this part the inside reason that flexible employment comes into being in Chinese city, the current situation and foreground of flexible employment, and the difference in the policies of flexible employment, social insurance and the rate of labor union have been analyzed.3. The analysis of the current situation and problems of flexible employment in Shanghai.In this part the paper has analyzed the current situation of flexible employment in Shanghai by investigation and the reason of its development from the angle of society and economy development. Many problems in developing flexible employment in Shanghai have been analyzed in this part, such as the complication and diversification of labor relation, the limit in enjoying social insurance for the laborers of flexible employment and the encroachment of laborers' rights and interests in the course ofbeing employed in flexible employment.4. The policy environment of developing flexible employment in Shanghai.The government measures and policy environment of flexible employment development in Shanghai have been discussed in this part. The obstacles of flexible employment development have been analyzed from the definition and standard of flexible employment, the social insurance of flexible employment, the service network, support system and so on.5. Conclusion and consideration.In this part the paper has put forward the countermeasures of developing flexible employment in China and Shanghai. One, confirms the law position of flexible employment, changes the idea and improves the management of labor contract. Two, aiming at the problems of developing flexible employment, strengthens the guidance and the management and protect of part-time laborers. Three, strengthens service, offers the support network of developing flexible employment, improves the service system of flexible employment step by step, expends the range of rights of labor union to the area of flexible employment, and offers the training for the laborers of flexible employment. At last the profound thought has been put forward.
