In recent years,with China's economic and social change and transformation,flexible employment has become an important way to alleviate the current employment pressure.But due to historical reasons,flexible employees were forced to free from the current social security system,and lack the basic stability of the protection of life,which has become an important factor to restrict the development of flexible employment and social stability.Under the new situation of the rapid economic development,whether it is from view of the protection of the citizen's basic rights,or the play social security to maintain social stability function point,bring the large-scale flexible employees groups into the social security system is very critical.Therefore,it has become an urgent issue to study the social security of flexible employees.Firstly,this paper is from the domestic and foreign research status of flexible employees social security,put forward the research framework and content,research ideas and research methods.Secondly,defines the basic concepts of social security,flexible employment,flexible e employees,trace to the source of the social security theory,public service theory and public goods theory,provides theoretical support for improving the flexible employment social security system.Third,with the in-depth analysis in the reasons of the flexible employment social security problem,this paper put forward the main reason,that includes missing in flexible employment social security system,small coverage of the current social security system,low levels of income of flexible employees,weak in payment capacity,and low level of management due to the single in management way.Fourth,take the Ezhou City of Hubei Province as a case,and combined with the of the flexible employment social security implementation,scope,object,the proportion of payment,issuing standard practice,summed up the results that got in the innovating the social security of flexible employees in Ezhou city.Finally,the paper has put forward the ideas and countermeasures to establish the social security system about state national flexible employees,that is mainly from the changing ideas,improving management ability,accelerate the information construction,improve the handling service level,flexible system design,perfect insurance concrete,and accelerate the improvement of relevant supporting policies etc.The innovation of this paper is,through the summary on the basis of theoretical in the thinking of the writing,to fully illustrate the social security is not only the basic rights of every citizen should enjoy,but also the connotation of enrich the service type government,then puts forward the perfect basic advice to perfect the flexible employment social security system.In research methods,through the login to the competent department of the government's official website and service system,randomly selected personnel of flexible obtain employment insurance information for statistical analysis,from the actual data to research the problem of flexible employees social security,so as to make the research results more realistic,that provides a thinking space for application in other social issues research.
