As a basic element in the operating management of an enterprise, purchasing management have been gotten more and more widely attention by international companies. Currently most domestic enterprises pay a poor attention to this field, have not put purchasing management into a right position in operating of a company yet. Purchasing management has not been viewed as a part of company's strategy .All of this result in the low skilled purchasing employees and poor purchasing management. Therefore, It is critical task for enterprisers and academe to improve the level of purchasing management.After the investigation of ChangChun LaiTe company by the theories of international purchasing, author put forward the two representative problems, namely, LaiTe company's current international purchasing mode has not fit the company's operation any longer and poor management on inventory. After making a deeply analysis by advanced theories, author put forward correspond purchasing strategy, ie. Carrying out JIT purchasing and VMI strategy.At the last chapter, author gave out some methods of guarantee to implement the strategy from two aspects of building inner purchasing organization and outer management of suppliers so that making sure this thesis not only have theory meanings but also have practice meanings.
