The key idea of Mass Customization (MC) is to fulfill the customer requirement at the efficiency and cost of Mass Manufacturing. Rational structure of product family is the basis of MC. There is a new research field to study how to plan product family guided by the Voice of Customer (VOC), it is essential to transform the fuzzy market requirement belonged to the vision of customers into the numeric and design-faced parameters which present engineering characteristics by the cross-functional team.This paper develops the Product Design flow with PDCA Circle (PDCA) and Quality Function Deployment (QFD), realizing the organic integration with Product Planning (PP). It utilizes the conjoint analysis, cluster and QFD to achieve the process of VOC quantitative analysis and engineering characteristics transformed, and gets parameters which are important to the plan of PF .The main content includes:1) The Product Design flow is developed by PDCA and QFD, moreover, the team mumerbers'responsibility is confirmed and the organic integration is realized between PP and product design.2) The analysis and numerical process of VOC is presented, with applying conjoint analysis and linear regression to transform the fuzzy personal customer requirements into numerical parameters including the conception product's the importance of attributes and the utilities values of different levels.3) The subdivision of the target customer group is given. According to the importance of attributes and the utilities values of different levels, the cluster analyses is employed in segmenting of market and the distribution of utilities is gained.4) The set of numerical parameters are transformed into engineering characteristic. The House of Quality (HOQ) is constructed combined the technic of QFD and cooperative work, with using the multi-objective optimization method, the technical target is acquired.5) At last, the Product Planning for Voice of Customer (PPVOC) system is developed, it makes the rice-cooker as the case whose structure is simple and function modules are independent, succeeded in transforming the fuzzy customer requirements into the engineering characteristics, which provide reference info for the plan of PF of rice-cooker.
