Our country is in the crucial period in which we are shifting from the traditional planned economic system to the integration of the global economy, being confronted by the external environment of the world economic marketplace. Facing the above-mentioned changes and with our country's entrance into the WTO, a dual mission of popularization and optimization is to be written into the agenda for the human resource management in our country.In order to be well adapted for the highly competitive environment, human resource management has to be enhanced. Performance Management is the key part in and the core of human resource management. This article tries from a strategic viewpoint to consider how to assist an enterprise to attain the management target by designing Employee Performance Management System.Beginning with brief explanations of performance and performance management, the evolution of the idea of performance management, the concept of performance management, its essentiality and difference performance testing, and each phase of performance management circle, Part one acts as the theoretic foundation for the designing of the employee performance management system of RM Corporation.Part two is related to the basic situation and the present operation of the RM Corporation performance management, analyzing the existing problems and proposing the essentiality that the employee performance management system of RM Corporation is to be designed.RM Corporation's employee performance management system is designed in Part three under the guidance of relative theories and combined with practices of RM Corporation.Part four is the concluding remarks.Due to my limited theoretical knowledge and the environment, this designed system still has something to desire which shall be improve and supplemented in the future work to come.
