Today the abstract administrative act is used as an important means of administrative regulation by the governments all of the world. It is a new way to apply the principles and methods of economics to the abstract administrative act. Efficience is the core of the economic analysise.It also is the demonstration point of the paper.There are four parts in the paper. In the first part,. It defines the connotation of the abstract administrative act. First of all, it discusses the conception of the abstract administrative act ;secondly,it expounds the relationship between the abstract administrative act and administrative legislation;thirdly, it expounds the relationship between the abstract administrative act and administrative regulation writs;in the end,it makes the boundary of the abstract administrative act in the text.In the second part, it analyses the costs, benefits, and efficiency of the abstract administrative act, with a view to highlighting the efficiency as a core value status in the value system of the abstract administrative acts. Firstly, it expresses the realism of the efficiency of the abstract administrative; secondly, it discusses the meaning of the efficiency in the abstract administrative act.; thirdly it gives the criterion of the efficiency.In the third part, it demonstrates that the government also has the economic man's nature , which can deduce the total benefits of the abstract administrative act.On this basis, in the last part, it discusses the cost of rent-seeking and impact on the total social efficiency.Firstly,it introduces the theory of reet-seeking;secondly, it demonstrates the government creates rents and civil subject seeks rents; thirdly, it analyses the rent-seeking's impact on the efficiency of the abstract administrative act;lastlyly ,it makes the suggestions to reduce the reet-seeking in the abstract administrative act.
