With the development of the socialist marketing economy of China, supply and demand relationship of marketing is changing. Civil aviation's competition is more and more intense. Deeper problems on managing system and operating mechanism of Chinese civil aviation are appearing constantly. Such as the mix-up of the government and the enterprise, the monopolization of public administration, the unreasonable price mechanism and longterm deficit of most civil airports. All the problems greatly restrict the development of civil aviation, especially it can't adapt to the need of consummating the marketing economy of socialism, and the demand of sharp competition of international civil aviation after entry to the WTO. In order to solve the problems, State Concil has made the important decision of reforming the civil aviation and transfering civil airports to local government. First, the paper is talking about the former management model of civil aviation, analyzing the shortcomings. Second, it analyses the realistic meaning of implemention of transfering airport to local government. For example, it's good for encouraging the activism of local government, implementing the diversified capital investment main-bodies, strengthening the airport internal management. Third, it takes the airports in Sichuang province for example, and discusses the system reform after the airports transfering to the local governments, for example ,the structures of poverty system, company-governance, organization and stratagem of enterprise development. Finally, on the basis of system reform, it talks about the stratagem plan of airport development and internal management, in order to implement the operation of enterprise and form the management system of airport construction and development. (Annotations: the airports the paper refers to are civil airports, not military airports. Civil airport is short for the airport managed by CAAC.)...
