The Study, Based On High-tech Entrepreneurs Entrepreneurship Environment Evaluation System

The human society in the 21st century has already entered an era characterized by knowledge economy. And the core of knowledge economy is the flourish of high-tech industry. Competition between countries and districts is competition in the field of high-tech enterprises at last. Provide good entrepreneurial environment for latent high-tech entrepreneurs can stimulate the development of the industry.This dissertation focuses on the method of evaluating the entrepreneurial environment of high-tech enterprises, so as to supply the government with some guidelines in improving the entrepreneurial environment of high-tech enterprises.According to the result of investigation and data analysis, several research conclusions are drawn and research model and hypotheses are adjusted.1.The main components of entrepreneurial environment are policies of government, behaviors of government, maturity of market and public environment. Policies of government and behaviours of government influence the motive of entrepreneur directly. Maturity of market has a marked effect on the cost and degree of difficult of entrepreneur actions. Public environment has relationship with the willingness and capability of starting up high-tech enterprises of people.2.Supporting to entrepreneur of government has the greatest influence on entrepreneurial behaviors. And the possibility and cost of acquiring talent, capital and technology influence the formation of entrepreneurial behaviors directly.3.It is pointed out that organization structure and employee size influence the awareness of the value of the factors to environment a little, while field of industry and size of registered capital influence more apparently.4.The overall evaluation of entrepreneurial environment of Hangzhou is between common and comparatively good. There is some difference evaluation between entrepreneurs with different duration time and size of registered capital. Besides, the present entrepreneurial environment matches not well with the ideal environment that pursuit by entrepreneurs. So this dissertation provides some useful countermeasures and suggestions to improve the entrepreneurial environment of high-tech enterprises for government in Hangzhou.
