The government is playing a more and more important role in the development of country. The government's performance has a enormous part in one country's competitivity. As government employees, the civil service are the key factor of government performance. The study on civil service performance is of much significanceIn the first part, the thesis introduces the civil service's performance management system development of the western countries, and the theories and methods are used in addition.In the second part, the thesis relates the development and the present situation of our civil service performance management, then analyzes the problems and the causes.In the third part, the thesis builds the performance appraisal index system of our civil service performance; based on the character analysis of government responsibilities, the thesis uses the MBO to analyze the civil service's merit performance, while uses the scale method to analyze the civil service' character and abilities. In order to executive performance appraisal scientifically, Different positions should focus on different performance appraisal index.In the forth part, the thesis shows three methods toexecutive performance management smoothly in civil service, namely setting up the organization culture suitable for performance management, training the appraisers and tracking the performance goal.
