To make performance examination of civil servant's carrying on smoothly, we should have examination index being rational and effective. Finding out the unreasonable place of the system to assess of civil servant's performance of State Taxation Administration of Haizhu district of Guangzhou is the breach which raises the validity of examining index of civil servant's performance of State Taxation Administration of Haizhu district of Guangzhou. It also can help us realize the civil servant examines the goal, and improves of civil servant's service level and performance level.The main research of this paper is civil servant's performance examination. Taking State Taxation Administration of Haizhu district of Guangzhou as an example, it analyses about the validity of the existing civil servant examines index.This paper carries on research to the management theory of the performance at first. And then it defines the theories of performance, performance examining and performance management. These have offered the theoretical foundation for research of this subject. Track back to the domestic and international civil servant's performance, and turn over and check the relevant research theory, so as to hold the theory development trend. Researching and analyzing the current situation of the domestic and international theoretical research, help us grasp the research results of the front. Meanwhile we can find out that nowadays the study on civil servant's performance management concentrate on the theoretical research mainly, lacking concrete case analysis and practice. As we know, certain difference exists between theory and practice. Study of Civil servant's performance examination basing on State Taxation Administration of Haizhu district of this paper expects to supplement the study on civil servant's performance examination. It also puts forward the suggestion of revising to the civil servant of State Taxation Administration of Haizhu district performance in practice at the same time. This paper analyses the validity of domestic existing civil servant's performance and examines at first. Then it analyze to the whole Chinese civil servant's performance examination, by the way of analyzing content , grade , method current situation of civil servant's performance examination, so as to offer the studying of a microscopically environment for case analysis of State Taxation Administration of Haizhu district. In the case analysis of State Taxation Administration in Haizhu district, this paper analyses about the existing examination index on the basis of research of such as content, method, etc. It looks for the influence factor of the validity of performance examination, and the deficiency existing in the performance appraisal system of State Taxation Administration of Haizhu district. And it put forward the feasible suggestion on the existing index system, in the hope of setting up more effective and rational examination index system. Because performance examination of National Taxation Administration of Haizhu district still has many common characters and identities with Chinese civil servants, we suppose they would have similar problems. So the suggestion for National Taxation Administration of Haizhu can give other government departments, especially tax departments, some reference.
