Since the initiation of the policy of reform and opening up, business of the airport has greatly expanded and meanwhile the issue of airport management and administration is arousing more and more public concern. It has been an urgent demand for civil aviation industry to improve its overall capability to manage airports and draw on the management experience of first-class airports in the world. Franchised operation, as a mature mode of commercial operation in the world, has been called the Third Commercial Revolution for its effectiveness to integrate the tangible and intangible assets of different proprietors in first-class domestic and overseas airports. Franchised operation, which is based on such a full-grown and efficient management concept, aims to optimize the integration of airport resources and bring them into full play by franchising airport business to professional operators, lowering running cost and augmenting the income of the airport by charging franchise fees. Huanghua Airport serves as the hub of air transport in Hunan Province as well as the showcase for the economic and cultural development of Hunan, and consequently the government has attached great importance to the management and administration of this airport, so it plays a vital role in improving the economic returns and standard of administration to practice franchised operation in Huanghua Airport.This paper has conducted an insightful analysis of franchised operation in the airport, studied the industry characteristics of domestic airports and their current operation. The paper has also verified thenecessity of exercising franchised operation in domestic airports. Meanwhile it has investigated and studied the features of the mode of franchised operation at domestic airports and given them a comprehensive evaluation and put forth the orientation for its development. This paper has adopted a qualitative and quantitative approach in studying Huanghua Airport, studied the operation of it and expounded the importance of implementing such practice. In light of the new specification of airport business, the paper designed the tentative mode and development mode of franchise and in conclusion put forth the scheme for implementing franchised operation in Huanghua Airport. This paper, written in context of the forthcoming piloting of franchised operation in domestic airports, can be of constructive help to the actual operation of Huanghua Airport for its practicality.Major research achievements of this paper are that it has made a comparison and analysis of the various modes of franchised operation in airports at home and abroad, put forth the tentative mode and development mode of franchised operation in context of the current conditions and industry background as well as the advanced experience. The tentative mode applies to the domestic airport undergoing mechanism transformation, and the development mode is suitable for the mature commercial airport.
