A system with various layers including insurance for medical care, supplementary major expense insurance, commercial medical insurance has been established step by step.It is a fact that the development of medical insurance couldn't keep up the pace with the level of economic development. There are so many problems to be solved in medical insurance such as the incomplete medical service regulations, the heavy personal economic burden for policyholder, the behindhand medical insurance policy and the broken link of the hospital management system of medical insurance information .and the medical insurance. The success of the medical insurance reform has great significance to the whole reform and development of health undertakings and the development of the whole society.
