Study Of The Development Of Non-profit Organizations In The Government Reform Perspective

Since 1980's, Chinese NPO (Non-profit Organization) have made great progress and brought all kinds of impact. This article discusses mainly the development of NPO from the reform of government. In the first part, the article introduces concept of NPO, analyzes its cause of occurrence and its correlative theories, and refers to its characters. In the second part, the article talks about NPO's active infections to the reform of government. The development of NPO benefits to promoting transformation of governmental function, restraining administrative power, keeping social stability during reform, and advancing governmental decision-making. The third part analyzes the influence of governmental reform to NPO and the difficulties that NPO is faced with during governmental reform. The influence of governmental reform to NPO includes that transformation of governmental function and reform of market economy system enlarge developmental space of NPO, and administration according to laws ensures fine development of NPO. The difficulties that NPO is faced with during governmental reform include matter of personnel, independence, lack of governmental supervision and deficiency of fund. Finally, this article puts forward a few suggestions to the development of NPO. During the development of NPO, what government must do is that changing administrative idea of government, making clear the relation between government and NPO, doing its best to support and stipulate the development of NPO. What NPO must do is that keeping style of democracy and promoting good governance, enhancing management and improving the personnel's diathesis, strengthen contact and improving the relation of exterior environment and other social organizations, and perfecting the moral system of combination of self-discipline and other discipline.
