China's Migrant Workers Management System Study

The problem about peasant workers is one of the focus problems that are attended by our party and government. Peasant workers have made great contribution to our industrialization and urbanization progress since they came into being in 1980s. In spite of this, they have not been treated fairly or enjoyed the social security system in cities; therefore, they are actually the edge group in city. We have to acknowledge that peasant workers have not been treated fairly from beginning. The primary cause lies in the delay of system supplying to the social requesting.Firstly, the paper elaborates the origination of peasant workers, the important contribution to our economy and social development, and the affirmative status. Secondly, the paper analyses in detail the defects existing in our system confronted with by peasant workers in cities such as household registration, education, taking up an occupation and social security, and looks into the cause of these system defects from the angle of the town-rural duality segmentation, conscious of social hierarchy, the delay of system supplying. Lastly, the paper sets out from the angle of eliminating the town-rural duality rampart, achieving social fairness, keeping political stableness, and gives some counterparts on building new system which aims at protecting the peasant workers' legality rights and interests and upholding our modernization developing.Justice competition and liberty equality are the market economy's topic. Currently, in the circumstances of public administration, our government must explode the false cognition about peasant workers problems, break out the town-rural duality segmentation system, speed up the system supplying, change keeping away and restricting to servicing, transform the system arrangement in hand as soon as possible, establish new household registration system, which can accord with the developmental need of market economy and secure migratory freedom, constitute the town-rural uniform taking up an occupation system, perfect social security system, change the town-rural segmental education system. Generally, we should keep system justice, support market justice, emphasize compensatory justice, and protect peasant workers' legality rights and interests.
