This article provides a brief introduction to the basic concepts and theories of the public human resources management and its information system. Beyond the basic knowledge, it clearly points out that for all kinds of human resources management which is the core and strategic resource to the organization, human resource information system is always the tool of long-term and practical value. This article also makes analysis to the framework and different parts of the human resources management information system model, and analyzes and studies the framework and main parts regarding the actual implementation of public human resources management information system. Moreover, this article clarifies the differences between human resources management information system and other major management information systems, emphasizing that during the actual implementation process of the public human resources management information system, all varieties of basis work must be improved, especially the re-establishment of the functions, tasks, procedure of the public human resources management, e.g. the government, so as to stress the modern management strategy that human resources is the basic of the organization, and to realize the combination and interaction of the human resources management objective and information system. With the improvement of basic work, by means of two exploring systems of being organizational and interactive, to successfully work out the software implementation and appraisal according to correct procedure. This article uses the case of GE (China) Medical System human resources management information system to further illustrate how to utilize the technique to realize the human resources management objective with introduction of its implementation situations, effects, etc. Last but not least, it provides overall analysis on the key and difficult points as to how to successfully carry out the information system, and points out four strategic measures to perfect the information system, providing the objective and practical conclusions for the future of public human resources management information system.
