Government Action In The National Innovation System Research

National innovation system is a web promoting innovation, which is composed by national departments and organizations. Innovation means a process about creation, transition and application of knowledge including technological innovation and non-technological innovation' such as administration innovation, organization innovation and innovation in service. The national innovation system is made up of enterprise, university, institute, intermediate organization and government department. The enterprise is the main part which is also the main part to input, carry out and be benefited, the institute and university are the resources of innovation, the function of education and training is aimed to produce, apply and transfer knowledge and cultivate talented persons, the intermediate organization is the main combination part of promoting knowledge transition.The government should interfere to and influence the process of innovation to a certain degree, for the uncertainty of technology, the market, the allotment and policy environment. The duty of government is to create good innovation environment and organize important innovation project and plan in order to promote the combination of government, industry and institute to realize the stable economic development by providing good policy, legal protection and fundamental facilities.This essay analyze the government action in building national innovation system based on the theory of Freeman National Innovation System, research the building of Chinese national innovation system and propose the means and measures aimed to the main problems and defects in government action. The whole essay is composed by six chapters. Chapter I : pointing out the concept of national innovation system and importance of building national innovation system. Chapter II : analyzing the importance of government in building national innovation system. Chapter III: comparing several foreign countries' government action in building of national innovation system. Chapter IV: looking back to the development of Chinese National Innovation System and point out the direction of future development. Chapter V : pointing out the main problems and defects in Chinese National Innovation System and analyze the main reason. Chapter VI: reasoning the measures to develop and consummate Chinese National Innovation System.
