China has always been upholding the principle of independence since the foundation of new China. Under the guidance of this principle, China has carried out the alliance Diplomatic Strategy, Quasi-alliance Diplomatic Strategy and N0-alliance Diplomatic Strategy according to the international and nation situation. China conclude with the Soviet Union in the 50s of 20century. China carried out the policy of keeping alliance with the Soviet Union and resisting U SA . This policy was inevitable choice under the international situation than. This policy was not only beneficial to China but also had negative influence to China .It made China lose independence in foreign affairs. China gave up the policy of keeping alliance with the Soviet Union and resisting U SA in the 60s of 20century, cast off the yoke of treaty of alliance with the Soviet Union . China's resisting the Soviet Union and resisting U SA at the same time had made China into an isolated position . For the sake of casting off the isolated position , China founded strategy relationship between USA in the 60s of 20century. The strategy relationship between USA and China was a kind of Quasi- alliance Diplomatic Strategy. This strategy made China open up a new prospect in foreign affairs .Deng Xiaoping's thought of No-Alliance Diplomatic Strategy had formed in the 80s of 20century. his came from Mao Zedong and Zhou Enlai's thought of resisting of hegemonism and Ni helu's thought of No-Alliance Diplomatic Strategy . Deng Xiaoping's thought of No-Alliance Diplomatic Strategy consist of three parts. The first is to adhere to the principle of independence and resist hegemonism . this part is the foundation of his thought . This part means that China never conclude alliance with other countries , China should adhere to her own principle , China never seek hegemony and resisting any other country's hegemonism, China should stand along the side of The third World . The second part is to do something initiative . This part is the concrete tactics of his thought . This part means that China should make friends with any other countries ,China should do her best to strive for peace of world ,China should cooperate with The Third World . The third part is that China should make the nation interest the highest criterion under which to handle the foreign problems . this part is the general principle in Deng Xiaoping's thought of No-Alliance Diplomatic Strategy . In the 80s and 90sof 20century, China has been carried out Deng Xiaoping's thought of No-Alliance Diplomatic Strategy in the foreign affairs by making the economic construction the centre ,improving the relationship between other countries ,bearing responsibility of big country . In the end of 90s of 20century, because of the changing of international situation , the great controversy for if China should carry out No-Alliance Diplomatic Strategy took place . This paper holds that China should carry out No-Alliance Diplomatic Strategy In the early days of the 21th century .The basis lie that China is a new and developing big country , realizing the modernization is still a Strategic goal for China, the international situation is not only beneficial to China but also had negative influence to China ,the international situation affect China's bearing the responsibility of big country .In the early days of the 21th century ,China should carry out No-Alliance Diplomatic Strategy in the respects as follow: China should found the relationship with other country by the means of "making friends not alliance ", cooperate with other countries specially big countries and conclude Strategic relationship with this countries , push forward Multipolarization, strengthen the approving of Asian ,close the relationship of Asian , participate in international affairs enthusiastically .
