Under the market economy, the salary, as the price of the human resources, whether it assigns scientificly and rationally, microcosmic not merely do it concern work enthusiasm of staff, influence the rational disposition of the human resources, determine the cost of labor, profit distribution and competitive power of enterprises, but has very important function to the industrialization and modernization drive of one country as the basic macroscopical economic indicator.At present, our country is in the transition period from the planned economy to the market economy, wage system has changed from " government issuses the price " into " the employer fixes the price " progressively in the market economy. Because of the characteristics of the workforce resources of our country, workforce's supply and demand are seriously out-of-balance, the employers are in an advantage status, employees are in an inferior position status. The result of " employer fixes the price " is that surging colony bully oppresses, exploits and swindles the disadvantaged groups unjustly and seriously. These unjust factors include:The classes of employer and employee take shape unbalancedly; That the wage level is confirmed by the blood relationship is unjust; That the employer prejudice cause the discriminating salary is unjust,etc..The negotiated wage system is organized to strengthen the employees' strength through trade union or other employees and change the out-of-balance situation,so both sides can hold consultations on an equal footing, thus establish scientific and rational enterprise wage system.This text has reviewed the changes of the wage system of our country at first, the intension to the wage system of our country is defined on the basis of drawing lessons from western wage system, This text has analysed the current situation, existing problems, and origin cause of the enterprise's wage system in our country, proposes our goal mode of the enterprise salary, and countermeasures that should be taken in wage system changing.The full text divides into four parts altogether: First part: Have analysed and researched the meaning of the wage system in the three respects of labourer, enterprise and macroeconomy, reviewed the changes of the wage system in our country, and the intension to the wage system of our country is defined on the basis of drawing lessons from western wage system. Second part: Carry on analysis to the current situation of wage system of our enterprise in-depth, put forward the problems of the enterprise wage system, and has analysed its origin cause of formation. The third part: Put forward the goal mode of the wage system. Namely by the labour market law, labour and capital consult it with government supervising it. And analyse its enforceability and unfavourable factor to the current situation.The fourth part: Propose of the countermeasure to our enterprise wage system, namely perfect the subjects of negotiation, define the government role, bring up a freedom and candid consultting environment, and set up a multi-level and multi-angle negotiating wage system.
