Zhoushan, called "the land in the ocean", has been the commercial port where we can make a trade with foreigners. It is an excellent port of nature, with deep coast about 82.8km that is over 10m in depth. Zhoushan is located in the intersection of the Pacific and Yangtz River. It is embraced by the Changjiang delta and the group of middle and large cities such as Shanghai, Hangzhou and Ningbo. She is in the midway of the maritime network of Taichung, changqi and Busan about 500n mile away, with Kaohsiung and Seoul about600n mile away, and with Hong Kong, Kobe and Osaka about 700n mile away. So Zhoushan takes the advantage of its location which is endowed by nature.How to make full use of the advantageous location of Zhoushan in such a competing era? What kind of strategy of development should be taken by Zhoushan to participate in the competition with port cities around? How much benefit will be made? The above questions are to be answered in the thesis.I apply the methods and theories of many subjects such as technical economics, transportation, economics and management in this paper. I also studied the method that Berger company applied in the report of the evaluation of the benefit of economy of the project of Yangshan Port, which is the famous engineering consulting corporation. I apply many methods of analysis into practice, such as, qualitative and quantitative analysis, the contrast of the demand and supply of transportation, historical analysis and structure analysis. I did a lot of hard work and research, collected data, and drew on collective wisdom and all useful ideas, and finished the paper.I analyze the superiority of the condition of Zhoushan on the construction of ports in the first chapter. The structure of the transportation of freight of Zhoushan and the area of Yangtz river are analyzed separately in the second and third chapter. The potentiality of development of Zhoushan Port is made clear through the contrast of the above two structure and then I can work out its accurate position of the function. I predict the volume of freight handled through the result of the second and third chapter, and then predict the potentiality of development of Zhoushan Port. In the fourth chapter I propose the strategy for the development for Zhoushan Port, in light of the general condition, position of function and potentiality of Zhoushan Port, and work out a program. In the last chapter, I make one port specializing in one of the program as a case, and make evaluation of technology, evaluation of benefit of economy, the analysis of the economy of the area and the evaluation of benefit of society. And the result is very good. Other ports can be evaluated through the same method. I think the transfer transportation from water to water should be the position of the function of Zhoushan Ports. The volume of freight of Zhoushan Ports will be 100 million tons and 160 million tons in 2010 and 2020, if we take proper steps and guarantee the construct of the main ports.Through all these above study, this paper can be used not only as the reference of formulation of the Zhoushan Ports, but also the basis upon which decision is made about whether or not to invest in Zhoushan Ports. In addition, the method of the economy analysis can be the reference on resemble project.
