| In the report of the 15th Delegate Congress of people ,Chairman jiang-ze-min brought up such a theory:carrying out the rule of law,building up a country rule by law。This is not only a new plan to administer a country,but also a concrete target for a country。It shows the deeply realization of rule of law of Secretary jiang-ze-min。Here,rule of law is not a unclear conception,not a general outline。but a clear plan to administer a country,a concrete target for a country。In the report of the 15th Delegate Congress of people ,Chairman jiang-ze-min also brought up such a theory:How to make the plan come true,how to make the target come through。In his mind,if we want to make this plan and target come true,we must obey to the four basic principle;follow the lead of our political party;we must have a perfect socialism system of law;the executive organization obey to the law,the judicial institution keep just,and the people observe the law self-consciousness。For the sake of this,he points out we must enforce the education of law to raise the people'conscious of law。In addition,he also brought forward the theory of rule of morality。He thinks,the rule of law agrees with the rule of morality,and the rule of morality accords with the rule of law。These theories brought out in the report of the 15th Delegate Congress of people by jiang-ze-min show his theory of rule of law explicitly。In some way,this is his realization of China' road of the rule of law,this is his realization of the road of the rule of law of socialism。The born of his theory of the rule of law has the given soil。His theory comes from Mr Max,Mr liening,Mr mao-ze-dong,and Mr deng-xiao-ping。He inherits their theories and develops them。In my thesis,the following questions are emphasized:what is the rule of law,and how to make the plan and target come through。This is the inherit and development of Max' theory of rule of law。... |
