The Reform And Perfection Of Administrative Decision-making System In China

With the arrival of the knowledge economy age and proposal of the theory of public administration and administration model, the great changes in the politics, economy and social life are challenges to traditional administrative decision system. Therefore, it is an inevitable demand of socialist market-directed economy system for its further development to reform the traditional administrative decision system.Based on the study of the theory of administrative decision system and the study of administrative decision system in the West as well as combined with the situation of administrative decision system in China, this paper presents the aim of and the principles of the reform of the administrative decision system in China. Its aim is to establish an organizational system , an institutional system and feedback system characteristic of scientific function making-up, simplified structure setting-up, reasonable responsibility and authority division and flexible and efficient operation so as to realize scientific, democratic and legal administrative decision process. Its principles are unification, simptification, legality coordination and normalization.On the basis of the above, this paper then deals with the approach to the perfecting of administrative decision organizational system in China-enhancing the decision ability of administrative resolution system, improving the authority of administrative consulting system, consolidating the independence of administrative decision monitoring system and strengthening the sensitivity of administrative information system and the construction of administrative decision basic systems-perfecting hearing system, decision estimating system, decision responsibility investigating system and vital decision approving system and necessity of and measuresfor establishing administrative decision feedback system.
