A Study On Public Service Development Of Chinese NGO Under Good Governance

Since the 1980s, the globalization mass organization revolution has caused the non-government organization (NGO) magnificently to emerge. As one kind of institution innovation, the NGO provides the possibility of solution to the market malfunction and the government malfunction; the NGO takes the citizen society the fundamental element, its essence is many main bodies carry on in mutually the standard foundation to the social public affairs cooperation management in order to pursue the common value goals and the common benefits. Along with Chinese economic system and the government system reform deepening, as "cooperation partner" of the government social public administration, NGO is the important strength which participates in providing public service, maintaining and realizing public interests, and plays the vital role in promoting the transformation of the pattern in social governance. Based on Chinese comprehensive reform, the paper systematically analyses the inner links among development of NGO and the government function re-construction, and the citizen society production , and the harmonious society construction, proposes NGO is the fundamental factor in achieving "good governance". Based on this, through two stratifications of theoretic and practical analysis, the article clarifies role localization about the NGO in public service, and analyses internal and external difficulties which Chinese NGO facing in the present stage, then further proposes the feasible path and the institution arrangement to impel public service development of Chinese NGO under good governance.
