Sichuan Mobile Basic Information Database Implementation Of The Project And Its Applications

Recent years, it's commonly agreed that telecom got rapid development. With the development of telecom market, competition among telecom operators becomes hotter and hotter. To keep and improve competences and win in the market, operators are turning to improving management level. Employment of IT(Information Technologies) becomes an important measure to improve enterprises' production and management. Due to industry characters of telecom operators, without doubt, Telecom operators is much more eager and capable to employ IT system than other kinds of enterprises. Telecom operators invested a lot of money for building up IT system, for instance, MIS(Management Information System),BOSS(Business & Operational Support System),and NMS(Network Management System)。Sichuan Mobile Communication Corporation (SC MCC) did so. Meanwhile, SC MCC designed and developed an information system: EDIS (Elementary Database Information System), According to the requirement of SC MCC's production and management needs, to resolve problems within network construction and maintenance, like information sharing, information accuracy and updating. I, as Project Manager of the system integrator of EDIS, am directly involved into the whole process including discussing and defining the system requirement with relevant department of SC MCC, system development, system implementation and tracking. Combining with the study of MBA and experiences of this project, I get more knowledge of telecom operator's operation and IT system. This article is composed of 5 chapters. Chapter 1 mainly introduces the rapid development of telecom industry in our country, status of market and competition, and discusses the background of IT system in telecom operators. Chapter 2 introduces a common operation model of telecom operators and their employment of their own IT system. Chapter 3 introduces Sichuan MCC and focuses on the issues of it's production and management as well as its existing IT system. Chapter 4 mainly describes the objectives of EDIS and it's principles as well as functions. Chapter 5 summarizes the situation of EDIS' application, analysis and raises the suggestion for EDIS's further improvement, combining with other IT systems. Sichuan MCC's EDIS started from its own producing and management's requirement and successfully resolve issues existed in its operation, like resources management, information sharing, providing accurate and updated elementary information for other management system. It's a good example for all other telecom operators. Further more, according to TOM(Telecom Operation Model) suggested by TMF (Telecom Management forum) , this article systematically analyzes the contribution of all kinds of IT system of SC MCC, and gives suggestion on how to further improve this IT system, especially EDIS system.
