And then, on the basis of analysis to supply and demand, put forward the concept of public logistic information service platform (PLISP) and some measures to construct PLISP that are the basis of public logistics information basic platform (PLIBP), such as the strategy of the work of enterprise and advance of market, the technology instrument of XML and the target of supplying high quality service.The thesis is written at background that PLIP's importance has been realized and viewpoints on PLIP has not been consistent. The measures are put forward that PLIP is delaminated to construct, equally up flat -PLISP and down flat - PLIBP. During the process of constructing PLISP, distribution of work between government and enterprise should be definitude to resolve the problem of how to construct the PLIP.
