Since 1990, the core-competence theory is enriched continuous, but it is to be consummated especially in directing companies how to recognize and cultivate their core-competence. The paper makes some research on how to cultivate the core-competence of Small Technology-based Firms(STF) in our country base on the character of STF with the theory at present. At the same time, the theory analysis is supported by some data and cases. However, the research of the theory on core-competence has been made for a short time and the researcher of mostly are foreigners. Thus, enough particular characters of domestic enterprises especially STF are taken into consideration rather than simply use foreign theory and models during this paper's research.Four chapters are included in this paper. The first chapter focuses on the great change and challenge of environment faced by STF, then put forward a proposal that SFT could meet the challenge only by pay empathies on core-competence. The second chapter mainly introduces the theory of core-competence, including concept, character, major viewpoint and evaluation of core-competence, and the methods and principle of discernment on core-competence by SWOT and Porter's value chain. In the third chapter, the methods of recognizing and cultivating on core-competence will be proposed according to the theory and ways above, together with characters of STF. The last chapter takes a STF as an example, analyzing its core-competence and pointing to the problem on how to cultivate its core-competence.
