Entering the new century, the prospective design institutes in China are confronted with severe market competition with the deepening of system reform and economic globalization. The prospective design institute is urgently needed to be reformed strategically in order to establish managerial system and operating system to meet the requirements of market economy. The background of the paper is institute transformation, the deepening of prospective design consulting industry's reform and assets recombination of state owned assets. Taking CNME design institute for instance, the paper studies the transformation from prospective design institute to high-tech enterprise.Based on the general frame and steps, the paper analyzes the institute's internal and external environment according to enterprise strategy theory. Then it analyzes the advantages, disadvantages, opportunities and threats of the institute according to SWOT analytic technique, which provides reference for c onstituting transformation strategy.Then, based on the mission of CNME institute, the paper formulates the strategic target and phase targets and presents a tactic system including 9 parts to realize strategic target and perform transformation strategy. It also analyzes correlation and relative importance of the strategy according to ISM method and AHP method respectively and finds resources integrating and creating industrial & regional competitive advantages are the most important factors. Thus from the view of assets recombination and resources integrating it makes the detailed plan and analyzes its risks as well. Hope this to be helpful for CNME institute and also provide references for transformation of similar institutes.
