With the advancement of science and technology and the division of labor, international competition is becoming more and more intense and society has been requiring professional workers with higher and higher qualifications, who are expected to play leading roles in economic development. This trend has led to the establishment and development of the Vocational Qualification System (VQS), a so-called "secret weapon" that has been commonly used in the world today to develop human resources, standardize vocational management and promote social employment.Based on an investigation of China' s establishment and development of VQS, this thesis begins with an analysis of a few cases and issues regarding the past and present situation of China' s VQS, discusses briefly typical VQSes in a few foreign countries and their respective characteristics, sums up the pivotal factors for the development of the VQS, and proposes that vocational ability be the core issue in the development of the VQS. The thesis then tries to construct, by making reference to the international mainstream VQS theories, a model of vocational ability with the attempt to apply its systemic functions to the development of China' s VQS.The originality of this thesis consists in 3 aspects:1. It studies the systemic building flow of the VQS from the perspective of vocational ability, which is a new approach.2.It gives a summery of the problems of the VQS in China and the practical essence of the development of the VQSes abroad.3. It defines and analyzes the essential factors of vocational ability, constructs a model of vocational ability, and puts forward some specific measures suitable for implementing the VQS in China, covering such links as certificates, training, assessment, organization and authentication.
