| The talent is the key source for our part and country's development. In the new millennium, this became more important than any period in our history. To some extent, we can say that the core of the world competition is the competition to attract talent persons. The country who can attract more talent people and use them efficiently will take the control right. In this way, the talent is the most important resource.As a substance of our political concept education, our Talents of Ideological and Political Education (TIPE) stay in leadership. How to manage and inspire those TIPE to make them do better and be more creative in their ordinary works is a big issue. It decides weather we can use our human resource plentifully and man can use their own talent fully. The issue also decides the result of our political concept education and achievement of our party and society.As our reformation continues to deeper level, system becomes very important. When discussing the management of our TIPE, we need combine it with our system. We realize that a reasonable and scientific TIPE management system can assure our political conception education work.In this paper, we will from the system side, analysis our TIPE management, the development history of our TIPE system, and the content of the system. We also will discuss some problems that exist in our TIPE management system. To resolve those problems, we will give some resolution ideas, talk about background that bring those troubles, give some resolution ideas, and predict its future development. We hope that through this paper, we can do some contribution to our research about our TIPE management system in practice and basic theory field.We begin at definitions. By analyzing the meaning and category of TIPE, we give our ideas about TIPE management system and then analyze its functions. The idea of TIPE here is general. Namely, all people who are able to do and engaging in political education can be seen as a TIPE. "The TIPE management system" here specially means our country's TIPE management system. (We believe a scientific TIPE management system is strong in standardization, control, motivation, and assurance.) Even though focusing on TIPE management system, next, we will summarize the history of our TIPE management system. We believe that as a superstructure, our nowadays system inherit and develop from our ancient system. By analyzing the old one, we can learn some.In the following, we pay more attention on the analysis of our country's TIPE management system. We definition the subject, object, and function organization of the system, and expound the system form education, selection, appointment, training, assessment, supervision, benefit and so on.Forth, by analyzing the process of making and performing our present TIPE management system, we find some problems. After explaining those problems, we give some constructive ideas: the system should be scientific, stable, operatable, solemn, and adaptable.In the last, we give some prediction about the system's future development. We think that in the future our recruitment be diversified, training system be lifelong, test system be comprehensive, assessment be qualified, punishment and reward system be crystallized, and benefit system be bettered. |
