What is the subject of ideological and political education is always a general concerned issue in the ideological and political education. Two concepts should be re-defined before the investigation of the subject. One is that what is the subject and the other is that what is ideological and political education. The target of these two definitions is to make the real subject behind ideological and political education clear. As is known to all,the essence of the ideological and political education is the class nature. The dominant class transfer mainstream ideology to its subordinates via ideological and political education in order to enhance their political identity and political participation. Thereby, the subject should be the dominant class rather than their ruled one. The subject of ideological and political education is classified into three forms, namely essence (nation), system (organization) and realistic (educator) from the perspective of politics and philosophy.People gradually realized that the subjectivity of ideological and political education is not suitable for the times development with the history evolution and the keeping society changes. Hence,scholars began to explore new ways and put forward the new theory of inter subjectivity. This theory surpasses the traditional mode in the view of breaking the separation between the subject and the educated, paying attention to their subjectivity of the educated,and improving their subjective status of the educated. From the value perspective, the inter subjectivity did overcome the defect of single subjectivity. However,the tendency of weakening the political aspect of ideological and political education is hidden behind this look-like academic flourish, resulting in the lower status of absolute national subjectivity.Theoretically, the complete impact of philosophy based inter subjectivity onto ideological and political education will induce the dis-match between the superficial subject and the real one.Practically, there is certain limitation of inter subjectivity. Thus, the inter subjectivity is not the most suitable clue of transformation, but the transition of the subjectivity of ideological and political education. In a word, the theory of inter subjectivity should be further optimized."Understanding" is a concept of western hermeneutics. Understanding is everywhere in our real life, to be fact, human life is the process of understanding between persons.Understanding is both needed in daily life and necessary between the educator and the educated in the ideological and political education. The understanding ideological and political education emphasizes not only the relationship between the subjects, but also the consensus of ideology text. The effectiveness of ideological and political education cannot be improved until the agreement on the meaning of the text is reached between educators and the educated. Therefore, inter subjectivity of ideological and political education should be transferred to the understanding ideological and political education.
