Open Government Information Research

Disclosure of government information has become an important element ofdemocracy and rule of law in the age of knowledge economy and informationalong with the world tendency for establishment of the legal system regardingfreedom of information. In China, in general the legal system of disclosure ofgovernment information has not been established yet. Therefore, disclosure ofgovernment information is a new issue for the research on the science ofadministrative law, and requires further study. This essay makes a research on disclosure of government information withmethods of comparative study historical study and logistic study. It consists offive parts. The first chart is regarding the basic concepts of the subject. The secondchart analyses the history of the development of disclosure of governmentinformation, and divulges the elements affecting its development. The thirdchart proposes the argument that popular sovereignty, the freedom of speechor press and the right to know are the foundation of the disclosure ofgovernment information. The forth chart discusses a pretty pass about thedisclosure of government information in China. The fifth chart makes somesuggestions for how to realize the disclosure of government information in mycountry.
