Disclosure of government information has become an important element of the government ruled by law in the age of information along with the world tendency for establishment of the legal system regarding freedom of information. The centrual government and local governments of China have been making efforts to establish the system in China. We can say that we do made some progresses compared with history in the past few years, however, we have to admit that we are just in the very beginning of the reform progress, we still have a lot of difficulties to solve. The thesis aims to propose an effective road for China to the success for the reform by pointing out what we should do, what we are doing, what we can do and what we shall do.This thesis includes preface in the beginning and the last part in the end along with the four main sections. Section one puts forth the subjective and objective conditions shall we have. Section two tries to analyze the measures we have been taking to realize the disclosure the information of government in recent years. Section three points out the difficulties we are facing and the difficulties we will face in the establishment of the system. Section four tries to make a suggestion on how to realize the goal to establish a mature legal system in light of the economic and social conditions in China, which is to establish the formal system by legal methods and the informal system by policy methods.
