A Research On Chinese Civil Security Organizations’ Participation In Social Security Administration

Under the background of social transition, with the growth of market economy, it isdifficult for the government and its security administration department to cope withthe increasingly severe social security situation by developing social securityadministration activities. How the government and its security administrationdepartment should actively adapt to the change of social management system andmake full use of civil security organizations to strengthen social securityadministration is a very important realistic subject. However, Chinese civil securityorganizations’ own development and their participation in social securityadministration is restricted by many factors, which prevent civil security organizationsfrom playing their roles, thus further affecting the construction of China’s socialsecurity system. Only by carrying out the reform from the internal problems affectingthe development of civil security organizations and the external problems assisting thegovernment in participating in social security administration can the civil securityorganizations really play their positive roles.Based on presenting relevant theories of civil security organizations’ participationin social security administration, this paper applies literature research method, casestudy method and comparative research method to developing research from theperspective of civil security organisation. At last, it makes proposals for Chinese civilsecurity organizations to achieve sustainable development. The research consists offollowing six parts. Part1introduces the research background, research purpose andsignificance, literature review, research methods as well as emphases, difficulties andinnovations of the research. Part2discusses the concept and basic theories of civilsecurity organisations’ participation in social security administration. Part3analyzesthe exterior causes and interior advantages of civil securityorganisations’ participation in social security administration. Part4takes HejiangCounty, Sichuan Province for example to analyze problems and factors causing theseproblems in civil security organisations’ participation in social security administration. Part5illustrates foreign civil security organizations’ experience in participating insocial security administration. For problems in Chinese civil security organisations,Part6puts forward related laws and regulations to improve civil securityorganisations, change the dual-command system of civil security organization, lowerrequirements for access, and standardize the administrative mechanism inside civilsecurity organisations. The countermeasure that the government strongly supports andtrains civil security organisations enables civil security organisations to better playtheir roles in social security administration.
