City management is new business in our country. In the basis ofclearly confirming of meaning of city management and concluding it'spractice, using the theory of the new institutional economics inrepresentation of CORSE and deriving from study production of nationalscholar, the text takes apart institutional changes of city management inour country. First, institutional changes are a gradual progress. In the textthe author summarizes the progress; Second, analyses the income andcost of the government of the city in institutional renovation of citymanagement in order to explain it's impetus; Third, the author analysesthe causes of coercive institutional changes of local government, namelyspread in middle; At last the author puts out weaknesses of newinstitutional arrange in the basis of analyzing of the problems in citymanagement and brings forward advices of institutional construct. The thesis is divided into four chapters: Chapter one runs back over relevant theory of new institutionaleconomics in representation of Corse and recommends relevant academicproductions of Chinese scholars, which is academic base of the thesis.First section introduces transaction cost and property rights, which is theelementary instruments of new institutional economics. Second sectionintroduces institutional renovation and institutional changes' theory,including institutional supply and demand. Third section introduces thestudy production of institutional changes in Chinese economic systemtransaction, mostly about viewpoint of professor Yang ruilong" institutional changes type of spread in middle." The chapter two clearly specifies the fundamental connotation ofcity management and summarizes the practice of city management inChina. In view of the scholars are not identical of meaning of citymanagement, the author believes that it is necessary to define firstly themeaning of city management, including concept, main body and object ofcity management, and so on, which are completed in the forth section. Inthe fifth section adopting argumentation by demonstration, the authorspecifies the main ways of practices of city management in big andmiddle cities of our country: local government indirectly supplies publicgoods, carries our land management and makes city incorporeal capitalalive. Local government indirectly supplies public goods, namelymarket-featured reform for urban public utilities, which can besummarized in many methods, for example: contract supply, licenseddealing of public goods, voucher system, and financing via capital market.In this thesis the author respectively illustrate them. The reform of landused institution mainly is the separation of rights of occupation anduse .The state comes true the land management via remising the right ofuse obtains income. Land management not only makes use of landresource in reason, also increases the income of local government. Settingcity incorporeal capital alive also expands the channel of income of localgovernment. This chapter paves the way to latter detailed analysis. The chapter three analyses the city management of China. In the faceof particularity of Chinese city management, the author makesinstitutional analysis on city management of China with guidance ofrelevant theory of new institutional economics. Firstly the importantreforms in our economic system are the institutional background of citymanagement, which is introduced in seventh section. The author believesthat reforms of real estate institution, the policy of the open and the joinin the WTO compose the institutional background of city management.Secondly, the institutional changes of city management in our country isprogress of "spread in middle" leaded under local government.
