Abstract/Summary:
At present,our country has entered a period of social transformation,with new and old cumulative contradictions and problems appearing frequently.Risks and uncertainties have sharply increased,and a risk social situation has already emerged,which has brought huge challenges to China’s governance system and governance capacity building.Among them,county(city)rezoning is the most commonly used administrative method to coordinate regional economic development in China,and the institutional risks involved are profoundly affecting the healthy development of China’s cities and counties.Institutional risk is the risk caused by the restructuring of the system.The institutional risk of the county(city)restructuring refers to the explicit and hidden risks caused by the restructuring of the fiscal,administrative,planning and other institutional systems during the process of organizational change.Contains two scenarios.The first is the lag in institutional restructuring and the risks caused by the institutional transition from city-county to city-district.The second is the completion of institutional restructuring,but the institutional design scheme does not adapt to the new district.Risks arising from the development trend of the company.In view of this,this study attempts to construct the institutional risk formation mechanism and governance system framework of county(city)reforms,reduce the negative externalities of county(city)reforms,and promote coordinated development of cities and counties.Based on the theory of risk society,governance theory,and stakeholder theory,this study analyzes the institutional risk factors,risk receptors,and risk losses of the county(city)reform,and finds the city-county interest game,decision-making expert system,and new establishments.The district management system and the absence of public participation are sources of risk that cause institutional risks,and cause various types of risk losses to prefecture-level city governments,newly established district governments,residents and enterprises in newly established districts.Institutional risk is an inevitable product of the construction of an abstract institutional system by human beings.In many cases,risks exist objectively and are difficult to completelyavoid.Therefore,governance subjects need to weigh among various risks,find decision-making schemes with the greatest ratio of benefits to risks,and then manage the risks.The three cases selected in this article: Xiaoshan City,Changxing County,and Shunde City,verify this.The governance form corresponding to a risk society is a multi-subject governance system.Therefore,in the process of institutional risk governance of a county(city)restructuring,it is first necessary to establish socially diverse subjects including government,non-social organizations,experts,and the public Risk management mechanism and the market mechanism to allow the insurance industry to participate in risk sharing.Second,both cities and counties should focus on the whole,based on the coordinated development of the regional economy,and carefully choose to withdraw counties(cities)to set up districts.Finally,all governance entities should raise their awareness of risks,establish risk thinking in their daily work,and strengthen their response levels.
